What legislation made it illegal to require voters to take literacy tests?

The answer is the Voting Rights Act of 1965. This piece of legislation codified many protections for voters, primarily to protect minorities in the South, including the prohibition of literacy tests due to their tendency (and intention) to disenfranchise minority voters.
